Those who read Safeware Quasar’s article on Annex VIII will be aware The European Commission has published a proposed annex to Regulation 1272/2008 (Classification, Labelling and Packaging Regulation), Article 45. This introduces the requirement for all EU Member States to appoint a body to receive data relating to health and physical hazards. Further to this, the Member States must submit such information in a harmonised manner.
During his SafeCom 2016 presentation, Kevin Pollard (Head of Unit – Dossier Submission and PIC at the European Chemicals Agency), will be providing advice to registrants on preparation for the 2018 deadline, including how to identify their REACH registration obligations; how to find and co-operate with co-registrants; how to meet the information requirements; and how to prepare/submit a REACH registration dossier to ECHA.
Recent advanced developments for communicating Safe Use of Mixture Information (SUMI) in the form of sector guidance, and a growing awareness from industry has initiated this important update to the conference agenda.
Jeff Hart will provide a brief overview of the most important issues being dealt with by the United Nations Sub-Committee of Experts on the Transport of Dangerous Goods in the 2015/16 biennium. Such issues will form the basis of revisions to each of the mode specific transport regulations from 1 January 2017. He will also look at possible new approaches to dangerous goods training, with particular attention to the proposed International Civil Aviation Organization’s Technical Instructions for the Safe Transport of Dangerous Goods by Air competency based training.

Update on CLP and GHS
The EU CLP Regulation continues to evolve, reflecting developments in the EU and at UN level in the GHS. Dr Robin Foster, HSE, will review recent developments and how they have, or may in the future, be taken up in CLP. These developments include recently agreed changes to align CLP with the 5th revision of the GHS, current work on the classification of alloys, and new and amended harmonised substance classifications.
